The Government had changing veiws on Prohibition
Hope for change: Canada was declared a "dry" nation in 1920 they believed that prohibition would be a cure to all the crimes and dangers in the law. They thought it was possible to take away the jails and replace them with factories. Even though the votes were very close (49% against - 51% for) but the government created the law anyway. They wanted men to come home with their pay checks instead of spending it on beer.

Lost taxes: The government realized that it was impossible to enforce the law of prohibition and the outcome of that was they were missing out on millions of dollars in taxes on the selling of liquor. Most people were just abusing the law and slipping by it because of the "medical" purposes that liquor was used for. This became obvious during Christmas when lineups began for medicinal liquor.
